About the Role
This is a strategic leadership hire. As Tech Lead, you will step in to own the technical leadership and project oversight responsibilities that currently sit with the IT Manager — freeing senior management to focus on the business. This is not a hands-off architecture role: you will be in the trenches with your team, breaking down tasks, reviewing work, managing delivery pressure, and keeping team morale high when government-sector deadlines hit hard.
You will collaborate closely with the Project Manager on delivery planning, lead client-facing technical meetings, drive AI tool adoption across the team, and provide architecture-level guidance across the full project stack. This role demands someone who is technically strong, people-first, and calm under fire — a leader who earns trust through both expertise and empathy.
Proficiency in English is required. Mandarin language skills are a bonus but not essential.
Requirements
Minimum 5 years of hands-on software development experience, with demonstrated technical leadership at project or team level
Strong proficiency in the core stack: Laravel, Livewire 3, Alpine.js, Vue.js — with broad cross-stack technical awareness
Proven ability to lead, support, and motivate a development team through high-pressure, deadline-driven environments
Active proficiency in AI-assisted development tools (Gemini, Claude, agentic automation, or similar) and a genuine drive to embed these into team workflows
Excellent client-facing communication skills — comfortable leading technical discussions with government clients and senior stakeholders
Strong analytical and problem-solving ability — able to make sound technical decisions quickly and under pressure
Flexible and adaptable — able to respond to irregular demands including occasional weekend work when project milestones require it
Proficiency in English (written and spoken) is required
Mandarin language skills are an advantage but not mandatory
Collaborative, people-oriented leadership style — a team carrier, not just a technical authority
Responsibilities
◉Team Leadership & Project Delivery
- Lead project-level technical execution — breaking down tasks, estimating effort, and assigning work to team members based on capacity and strengths
- Support and motivate team members throughout delivery cycles, especially during high-pressure periods with tight government-sector deadlines
- Monitor delivery progress, flag risks early, and drive corrective action to keep projects on track
- Foster a collaborative, psychologically safe team environment where developers can perform at their best
◉Technical Oversight & Architecture
- Provide technical guidance across web, mobile, and BI projects — ensuring architecture decisions are sound, scalable, and maintainable
- Conduct architecture and code reviews across the full stack: Laravel, Livewire 3, Alpine.js, Vue.js, and related technologies
- Champion and drive the adoption of AI tools — including Gemini, Claude, and agentic automation workflows — across the development team
- Stay current on emerging technologies and best practices, bringing relevant innovations into the team's ways of working
◉Collaboration & Client Engagement
- Work closely with the IT Manager and Project Manager to provide technical advisory on timelines, feasibility, and resource planning
- Lead and attend client-facing technical meetings, particularly with government and GLC stakeholders — communicating clearly, confidently, and professionally
- Translate complex technical concepts into accessible language for non-technical clients and internal management
